Hm. Must be Article 2, Section 5…

“He shall, as the occasion requires, personally Man the National Response Coordination Center to Protect the Citizenry from Hurricayns…”

This has nothing to do with the crap Bush had to take over his failure to protect N’Orleens from Katrina. Nothing at all.

But I thought Obama would be able to stop the hurricane by simply rebuking it? Worked for Jesus.

Often misunderstood, but the states have to ask the federal government to come in. The governor of Louisianna during Katrina was asleep at the switch. Fema kept asking if they could help and Blanco’s administration kept saying we aren’t ready yet. The constitution actually kept FEMA from going in. Bush finally had enough of Blanco’s incompetence and ordered FEMA to take over (probably unconstitutional, go figure!). But it is such great fun to blame Bush that the media and others who knew or should have known this simply preferred to crap on Bush instead of put the blame where it belongs. I see that is still going on…
