Sheriff Tom Dart proposes Cook County concealed-carry ordinance
Dart said he’s worried about a stalemate in the General Assembly on a law to license people to carry concealed guns. If legislators don’t meet a June 9 court deadline to pass such a law, anyone with a state firearm owner’s identification card could legally walk anywhere in public with a concealed weapon, Dart said.
“We would have the Wild West,” he said. “There would be no regulation.”
The writer kindly goes on to explain the difference between “shall issue” and “may issue” concealed carry licenses…
Under Dart’s proposed “may issue” ordinance, he would grant licenses only to people who demonstrate a need to carry a firearm for protection.
…without mentioning the rude facts that this is hardly a new law enforcement doctrine, and that under it “demonstrate a need” normally translates to “make a huge contribution to my campaign fund” and/or “be someone who can cause me major political trouble if I cross you.” Under this doctrine the actual people with actual needs always seem to find it difficult to demonstrate sufficient need. Business owners who could hire armed security for protection also might have a hard time getting a license, Dart said.
Yeah, I’ll bet they might. Or as Codrea says a lot, “Forget it, Jake. It’s Chi-town.”
