The also used to say that about Al Qaeda when they were the designated enemy. That was the period after the Evil Empire was backing Al Qaeda in Kosovo when Serbia was the designated enemy, but before the Evil Empire was backing Al Qaeda in Syria when ISIS was the designated enemy.
